摘  要:针对“放管服”背景下建设用地审批监管问题,以广东省为例构建部分职权下放后建设用地审批业务监管的指标体系。基于监管指标体系设计原则和指标选取方法,设计了一个包括3大类、10小类,共40个评价指标的建设用地审批监管指标体系。该指标体系分为省和地级以上市两个层级,具有系统性、灵活性和实用性的特点,可分别用于省、市两级建设用地审批监管评价。阐述了指标体系的单项指标评估方式和核心指标集评估方式。该指标体系研究将对“放管服”背景下建设用地的审批监管具有一定的指导作用。In view of the supervision of the construction land approval under the background of"decentralization,management and service",this paper takes Guangdong Province as an example to construct the index system for supervising the construction land approval activities after delegating to municipal level.By choosing various factors from three sources based on four principles,an index system was designed to supervise the construction land approval activities,which includes 3 categories,10 sub categories and 40 evaluation indexes.The index system was divided into two levels,provincial level and municipal level,which is systematic,flexible and practical at both levels.It can be used for the supervision of construction land approval at provincial and municipal levels respectively.Two methods were elaborated to evaluate construction land approval by means of single index and a set of core indexes respectively.This study will improve the supervision of construction land approval under the background of"decentralization,management and service".
