摘　　要：档案治理的政策化转型是促进档案治理体系和相关制度安排定型的重要举措。结合《“十四五”全国档案事业发展规划》来看,政策语境下档案治理的核心观点是坚持党的领导、坚持人民立场、坚持依法治档。为了顺应档案政策关于健全档案治理体系、强化档案治理能力、提升档案治理效能、创新档案治理模式、深化档案治理领域的新要求,需要发挥党管档案工作体制优势、强化以档案法为核心的档案法规制度落实、构建档案工作责任制运行的长效机制、创新档案数字监管模式、提升档案机构及其工作人员履职能力、促进档案治理成果的价值共享。The policy transformation of archives governance is an important measure to promote the finalization of archives governance system and related institutional arrangements.Combined with the national archives development plan of the 14th five year plan,the core point of archives governance in the context of policy is to adhere to the party's leadership,adhere to the people's position,and adhere to the rule of law.In order to comply with the new requirements of the archives policy on perfecting the archives governance system,strengthening the archives governance ability,improving the archives governance efficiency,innovating the archives governance mode,and deepening the archives governance field,it is necessary to give full play to the advantages of the party's archives governance system,strengthen the implementation of the archives laws and regulations with the archives law as the core,build a long-term mechanism for the operation of the archives responsibility system,and strengthen the implementation of the archives governance system,innovate the digital supervision mode of archives,improve the performance ability of archives institutions and their staff,and promote the value sharing of archives governance results.
