地方政府防范征地冲突群体性事件话语评价研究

摘　　要：结合结构方程模型的建模原理,构建了地方政府防范征地冲突群体性事件话语评价指数模型,并对该模型进行了实测。研究表明,话语产生的有效性、话语扩散的有效性和话语接收的有效性与防范效果正相关,防范效果与政府公信力正相关,政府公信力与政府形象正相关,防范效果与政府形象没有通过显著性检验。建议相关部门从改善话语产生环境、优化话语扩散机制和营造话语接收氛围三方面入手,提升地方政府防范征地冲突群体性事件话语的有效性。Combining with the modeling principle of structural equation model,this paper constructs an index model for local government’s discourse evaluation on precaution of mass incidents triggered by land expropriation,and the model is tested.The study shows that the effectiveness of discourse generation,the effectiveness of discourse diffusion and the effectiveness of discourse reception are positively correlated with the precaution effect;the precaution effect is positively correlated with the government credibility;the government credibility is positively correlated with the government image;and the precaution effect and the government image have not passed the significance test.It suggests that relevant departments should improve the discourse generation environment,optimize the discourse diffusion mechanism and create the discourse reception atmosphere to enhance the effectiveness of local government’s discourse on precaution of mass incidents triggered by land expropriation.
