摘　　要：国家应急管理体系是由目标体系、组织体系、防控体系和支撑保障体系构成的有机系统。我国应急管理体系既具有党的集中统一领导、强大的制造能力和资源调配能力、新技术新工具广泛渗透应用等显著优势,也存在“两个不协调”“三个不平衡”“四个不适应”等问题。当前和今后一段时期,重视程度空前提升、科技革命和产业变革深入推进等提供了有利机遇,但突发事件发生频率加快,复杂性、危害性加大,经济社会发展提出更高要求等构成了新的挑战。应在总体国家安全观、国家治理体系和治理能力现代化框架下,以科学正确的理念引导行动,通过制度改革创新和技术研发应用两条路径,加快健全组织体系、完善全链条防控体系、夯实支撑保障体系,积极推进应急管理体系和能力现代化,为经济社会安全发展、全面建成社会主义现代化国家提供有力保障。The national emergency management system is an organic system composed of a target system,an organization system,a prevention and control system,and a support and guarantee system.China's emergency management system has significant advantages,such as the CPC's centralized and unified leadership,strong manufacturing and resource allocation capabilities,and widespread penetration and application of new technologies and tools,and also has a series of shortcomings,"two incoordinations""three imbalances"and"four problems".At present and in the future,the unprecedented increase in emphasis,the in-depth advancement of scientific and technological revolutions and industrial reforms have provided favorable opportunities.However,the frequency,complexity,and harm of emergencies have increased,and higher new requirements for economic and social development also pose challenges.Under the framework of the overall national security concept,national governance system and governance capability modernization,we must use scientific and correct concepts to guide actions,and through two fundamental paths of institutional reform and technology innovation,accelerate the improvement of the organizational system,improve the entire chain of prevention and control systems,consolidate the support and guarantee system,and actively promote the modernization of the emergency management system and capabilities.
