论新《档案法》对档案开放利用规制的进步性及现实意义

摘　　要：伴随着新《档案法》的实施,档案开放利用将面临新的法治环境。对新旧《档案法》中有关档案开放利用规制的数量及内容进行统计分析,在此基础之上分析新《档案法》中有关档案开放利用规制的进步性,并指出其对优化档案开放利用工作的现实意义,以期对新《档案法》实施背景下档案开放利用的理论研究与实践开展有所参考与借鉴。With the implementation of the new Archives laws and regulations,the opening and utilization of Archives will face a new legal environment.This paper makes a statistical analysis of the number and content of the regulations about the Archives opening and using in the new and old Archives law.On this basis,it analyzes the progress of the regulations about Archives opening and utilization in the new Archives law,and points out its practical significance for optimizing Archives opening and utilization,so as to provide some reference for the theoretical research and practice of Archives opening and utilization under the background of the implementation of the new Archives law.
