摘　　要：政府购买智慧社区养老服务的风险存在于购买过程的始终。从构成部分来看,完整的智慧社区养老服务链由需求链、供给链、治理链三部分组成。在智慧社区养老服务链不同环节分别存在信息不对称、选择失误、利益寻租等风险。为了有效避免或者遏制这些风险,需要在智慧社区养老服务链不同环节分别采取不同治理举措,具体来说,政府购买智慧社区养老服务的治理举措包括:在需求链部分,精准深入分析、科学合理确定智慧社区养老服务需求;在供给链部分,构建良性竞争市场机制,完善供应管理制度;在治理链部分,完善购买智慧社区养老服务合同制度,明确各自权利与义务,改进规范治理指标体系。The risks of government purchasing smart community pension services lie in the whole process.From the perspective of components,the complete intelligent community pension service chain is composed of three parts:demand chain,supply chain and governance chain.In different links of the smart community pension service chain,there are risks such as asymmetric information,wrong choice and rent-seeking.In order to effectively avoid or contain these risks,different governance measures should be taken at different links of the smart community pension service chain.Specifically,the government's purchasing of smart community pension service includes:in the demand chain,accurate in-depth analysis,scientific and reasonable determination of the demand for smart community pension service should be provided;In the supply chain,a benign competitive market mechanism should be built and the supply management system should be upgraded.In the governance chain,the contract system for purchasing smart community pension services should be improved,their rights and obligations be clarified,and the standard governance index system be refined.
