安全基本概念和术语探析

摘　　要：为便于安全领域同仁的学术交流,本文根据界定概念和术语的基本原则,对安全生产领域有关概念和术语的含义以及协调问题、安全管理体系的实施等进行探讨,提出安全的范畴、主体、客体、时空解释,认为不同范畴的安全具有不同内涵,应该尊重不同领域的术语习惯,对危险源、风险源、隐患等常用概念和术语范畴进行协调,而不强求相关术语的绝对统一;双重预防机制是职业健康安全管理体系的核心,应在安全管理体系建设中得到贯彻。In order to facilitate the communication of colleagues in the field of safety management,the meaning and harmonization of safety concepts and terminologies,as well as the implementation of the safety management system,are discussed according to the working standards and principles of terminology,and the explanation about safety category,subject,object,space-time are put forward.It is proposed that the connotation of both safety and security will vary with different contexts,and the terminology habits in different fields should be respected.Therefore,the frequently used concepts and terminologies,such as hazards,risk sources,"Yinhuan"and so on,should be harmonized,without compelling the absolutely consistent of the relevant terms.Finally,it is strongly suggested that the"Double Preventive Mechanism"must be implemented as the core of occupational health and safety management system.
