中国服务贸易“大而不强”原因及优化策略

摘　　要：近年来,中国服务贸易发展取得长足进步,服务贸易规模不断扩大、结构持续优化,但与此同时服务贸易发展地区不平衡问题日益凸显,呈现明显的“大而不强”特征,具体表现为服务贸易额在对外贸易总额中占比较低、服务贸易逆差持续扩大、商业存在模式下服务贸易水平和制造业服务化水平偏低等。随着服务贸易在全球经济增长、贸易发展和价值链中的地位日益提升,服务贸易正成为国际贸易规则重构的重点。应采取加快服务贸易数字化转型、深化服务贸易体制机制创新、加强对数字经济建设领域的外资引导、加强服务贸易国际合作等对策,切实改变中国服务贸易“大而不强”现状,促进中国服务贸易持续健康发展。In recent years,China′s service trade development has made great progress,the scale of service trade has been expanding and the structure has been continuously optimized.However,at the same time,the regional imbalance in the development of service trade has become increasingly prominent,showing obvious characteristics of"being big but not strong",specifically,the volume of service trade accounting for a relatively low proportion of the total foreign trade,the continuous expansion of the service trade deficit,the low level of service trade and manufacturing service under the mode of commercial presence.With the increase of service trade status in the global economic growth,trade development and value chain,service trade is becoming the focus of the reconstruction of international trade rules.We should accelerate the digital transformation of service trade,deepen the innovation of the service trade system and mechanism,strengthen the guidance of foreign investment in the field of digital economy construction,and strengthen the international cooperation in service trade,so as to effectively change the status quo of"being big but not strong"in China′s service trade and promote the sustainable and healthy development of China′s service trade.
