摘　　要：宪法序言第十自然段既可被理解为完成国家任务的条件,也可被理解为强化国民同质性、扩展执政党领导权、稳固政治统一体的政策性或制度性规范。序言第十自然段第一句为后续三句提供目的,后续三句在统战对象的种类上递减。“爱国统一战线”之句为理解人民政协和政党关系制度提供基本的理念背景,并与宪法序言第八自然段构成内容上的对应关系。“中国人民政治协商会议”是统一战线的主要实现形式,其政治协商职能决定了其政治机构的属性,序言不评价其政治过程和政治行为,但保障人民政协的存在。“多党合作和政治协商”之句是中国的政党关系制度,本句与序言第七自然段、正文党的领导条款组合才构成中国政党制度的完整论述与宪法依据。The tenth paragraph of the constitution preface can be interpreted as a condition of national goals or as norms of policy and system.The first sentence of the tenth paragraph set a purpose for the subsequent three sentences,and the subsequent three sentences decrease progressively in types of objects.The sentence of Patriotic United Front is a basic theoretical background for understanding the CPPCC and the inter-party system and corresponds to the eighth paragraph of the constitution preface.The Chinese People's Political Consultative Conference is the main form of the Patriotic United Front.The function of CPPCC determines CPPCC is a political institution.The constitution doesn’t evaluate the political behaviors and political process of CPPCC but guarantees its existence.The system of multiparty cooperation and political consultation is an inter-party system.The sentence of CPPCC,the seventh paragraph of the preface,and the clause of party leadership are the complete normative foundation of the Chinese political party system.
