摘　　要：随着网络信息技术的飞速发展,涉烟违法犯罪的网络化、组织化、专业化、跨区域化特征愈发明显。然而,基于重庆市烟草专卖执法的经验调查表明,目前我国烟草专卖执法资源的配置模式难以满足日常办案需要,执法队伍存在结构性老化,执法能力难以应对网络化、跨区域性的犯罪态势,执法部门与公安机关的协同机制难以建立等问题。面对上述难题,我国烟草专卖执法资源的配置需要进一步优化,包括提高烟草专卖执法队伍的业务能力,建立烟草专卖执法部门与公安机关高效、便利的联动机制,整合执法资源,重塑不同层级执法部门的功能。With the rapid development of network information technology, the network, organization, specialization and cross regional characteristics of tobacco related crimes become more and more obvious. However, the investigation based on the experience of tobacco monopoly law enforcement in Chongqing shows that the current allocation mode of tobacco monopoly law enforcement resources in China is difficult to meet the needs of daily case handling, the law enforcement team is structurally aging, the law enforcement ability is difficult to cope with the network and cross regional crime situation, and the coordination mechanism between law enforcement departments and public security organs is difficult to establish. In the face of the above problems, the allocation of tobacco monopoly law enforcement resources in China needs to be further optimized, including improving the professional ability of tobacco monopoly law enforcement team, establishing an efficient and convenient linkage mechanism between tobacco monopoly law enforcement departments and public security organs, integrating law enforcement resources, and reshaping the functions of law enforcement departments at different levels.
