新发展格局下中国区域差距演变与协调发展研究

摘　　要：区域协调发展战略对缩小中国区域发展差距、缓解区域经济发展矛盾和加强区域间协调性起到了重要作用。在新发展阶段,如何处理好区域发展差距和区域协调发展的关系,使之服务于构建新发展格局需要是当前以及未来一段时间内需要着重解决的议题。本文解释了区域发展差距的演进,论述区域协调发展战略的沿革,着重探讨二者之间的逻辑关系,并阐明对构建新发展格局的现实价值,最终展望新发展格局下的区域协调发展新方向。本文认为,构建新发展格局需要在继续深入实施区域协调发展战略以缩小区域发展差距的过程中稳步推进。当前,需要加快缩小东西发展差距,重视南北发展差距新动向,推动城市化地区、农产品主产区、生态功能区三大空间格局形成协调发展大势,畅通生产、分配、流通、消费四个环节,助力国民经济高质量发展,促进全体人民共同富裕,着力构建新发展格局。The regional coordinated development strategy has played an important role in narrowing China’s regional development disparities, alleviating regional economic development contradictions, and strengthening inter-regional coordination. In the new development pattern, how to rely on regional coordinated development to further narrow the regional development disparities and make it serve the needs of building a new development pattern is a topic that needs to be addressed at present and in the future. This article further explains the regional development disparities, and discusses the evolution law of regional coordinated development, focuses on the logical relationship between the two, and clarifies its practical value to the construction of a new development pattern, and finally looks forward to the new direction of the regional coordination under the new development pattern.This article believes that the construction of a new development pattern requires steady in the process of in-depth implementation of the regional coordinated development strategy to narrow the regional development disparities. At present, we should accelerate the narrowing of the development gap between the East and the West, pay attention to the new development trend of the disparity between the North and the South, promote the coordinated development of the three spatial patterns of urbanized areas,main agricultural production areas, and ecological function areas, and smooth the four links of production, distribution, circulation and consumption. In this way, we can boost the high-quality development of the national economy, promote the common prosperity of all people, and realize the new development pattern.
