摘　　要：社会征信体系是社会信用体系建设的核心维度与主要内容。我国社会征信体系建设经历了探索、起步、发展、扩张四个发展阶段,形成了以中国人民银行征信中心为纽带的银行业征信机构、以各级政府公共信用信息中心为代表的公共征信机构、以自发发展为特征的市场和社会征信机构,初步形成了社会征信体系基本框架。然而,社会征信体系深化发展逐步呈现出社会认知模糊、法律法规不完善、征信标准化滞后、征信产品较单一等问题。因此,应以完善专项法律法规框架为基础,重点推进行业和地方信用信息系统建设,并加强对重点人群的信用信息征集,完善征信市场治理结构和治理体系,实现社会征信体系的全覆盖、体系化和法治化发展。Social credit reporting system is the core dimension and main content of social credit system construction.China's social credit reporting system construction has gone through the development stages of exploration,initiation,development,and expansion and a framework which includes the banking industry credit reporting agencies linked by the credit reference center of the People's Bank of China,the public credit reporting agencies represented by the public credit information centers of governments at all levels,and the market and social credit reporting agencies featured by spontaneous development,is primarily established.However,the further development of the social credit reporting system gradually exposes the problems of fuzzy social cognition,imperfect laws and regulations,outdated credit reporting standard,and lack of diverse credit reporting products,etc.Therefore,it is recommended that we should focus on promoting the construction of industry and local credit information system with improving special law and regulation framework as the basis,strengthen the collection of credit information of key groups,and improve the credit reporting market governance structure and system in order to achieve the full-coverage,systemic and legalized development of the social credit reporting system.
