摘  要:加快发展节能环保、清洁能源产业,形成绿色生产生活方式,有利于促进我国生态文明建设。煤改电工程即是加快提升清洁供暖比重的重要措施。本文引入年度利润、净现值、单位投资增售电量和户均造价收入比指标,定量分析现有煤改电补贴政策对配套配电网改造工程短期、长期和边际效益影响。并以现行补贴政策为基准,模拟测算不同内外部工程经济性提升情景对工程经济效益提升影响,以期提升配套工程全寿命周期可持续性。结果表明:基于谷段采暖电量市场化交易、征地成本减免和补贴一次性提前发放的外部政策以及挖掘容量盈余价值的内部挖潜组合对工程经济效益提升较大。基于此,本文提出降低全寿命周期成本、提高资源利用效率等建议。Accelerating the development of energy conservation, environmental protection, and clean energy industries,and forming a green production and lifestyle will help promote the construction of my country’s ecological civilization. The coal-to-electricity project is an important measure to accelerate the increase in the proportion of clean heating. Annual profit,net present value, unit investment increase sales of electricity and per-household cost-to-income ratio indicators are introduced to quantitatively analyze the impact of existing coal-to-electricity subsidy policies on the short-term, long-term and marginal benefits of the supporting distribution network transformation project in this paper. And based on the current subsidy policy, the impact of different internal and external project economic improvement scenarios on the project economic improvement is simulated and estimated, with a view to improve the life cycle sustainability of supporting projects. The results show that the economic benefits of the project would be greatly improved with the combination of external policies based on the market-oriented trading of heating power in valley sections, land expropriation cost reductions and subsidies issued one-off in advance, and the internal tapping of the value of capacity surplus. Based on this, this article has proposed to reduce the life cycle cost Suggestions such as improving the efficiency of resource utilization.
