摘　　要：智慧城市是新型城镇化的发展方向,对其进行建设水平的评价对城市规划及发展政策的制定具有一定的指导意义.将传统经典的TOPSIS模型改进为PFHWD-TOPSIS模型,对山东省各地市智慧城市建设水平进行评价,并从时空维度、"两圈四区"维度对其进行深入探讨.研究发现:山东省智慧城市建设水平正在稳步提升,但各市的整体差距也随之呈扩大趋势,青岛市、济南市、青岛都市圈、济南都市圈的智慧城市建设水平均处于首位,枣庄市、菏泽市、济枣菏都市区的智慧城市建设水平均位于末位.本研究可为山东省各地市及区域发展格局的智慧城市建设提供借鉴和参考.Smart city is the development direction of new urbanization,and the evaluation of its construction level has certain guiding significance for the formulation of urban planning and development policy.This study improves the traditional classic TOPSIS model to the PFHWD-TOPSIS model,evaluates the construction level of smart cities in various cities in Shandong Province,and conducts in-depth discussions from the dimensions of time and space and the dimensions of“two circles and four areas”.It is found that the construction level of smart city in Shandong Province is steadily improving,but the overall gap between the cities is also expanding.The construction levels of smart cities in Qingdao,Jinan,Qingdao metropolitan area,and Jinan metropolitan area are all in the first place.The construction levels of smart cities in Zaozhuang,Heze,and Jizaohe metropolitan areas are all in the last place.This research can provide a reference for the construction of smart cities in the development pattern of various cities and regions in Shandong Province.
