摘　　要：介绍了淮安市水利部门把“重大项目求突破,综合监管上水平,治水兴水出成效,服务发展走前列”作为总的目标追求,提出淮安水枢纽建设构想,着力打造3个中心,即水要素集聚中心,水资源配置中心,水文化交流中心。具体路径上,将着力实施“节水、清水、护水、配水、乐水”五水行动。It's introduced that the water conservancy department of Huai'an City takes"making breakthroughs in major projects,improving the level of comprehensive supervision,achieving results in water control and development,and leading the service development"as the general goal,puts forward the construction concept of Huai'an water hub,and strives to build three centers,namely:water element gathering center,water resource allocation center,and water culture exchange center.On the specific path,efforts will be made to implement the five water actions of"water saving,water cleaning,water protection,water distribution and water enjoyment".
