摘 要:自2013年进入社会政策时代以来,我国的社会保障体系也逐渐实现了从探索建构到稳步发展的转变,社会保障制度对社会转型、经济发展及国家政权的稳固发挥了重要作用。伴随社会服务需求增加的压力,政府、企业、事业及其他社会组织单位对社会保障专业化人才的需求随之增加,社会保障专业人才的培养任重道远。尤其是在社会保障专业学科边界模糊、学科理论薄弱、学科价值分散、教学自主性不足的客观现实情况下,提升社会保障专业人才培养的积极性就必须明确自身的学科价值,构建适应时代需要的人才培育模式。在社会政策时代背景下,要重塑高校社会保障专业学科竞争力与自主性招生优势,规避社会保障"冷门化",自主设置具有核心竞争力的社会保障专业课程,凸显社会保障学科专业性的同时建立供需匹配的精准型社会保障人才培养模式,发挥社会保障人才产出效应。实现社会保障专业教育教学方法的创新与突破,并根据现实需求配置自主性、实用性、生态性的专业教学模式。Since entering the era of social policy in 2013,China’s social security system has gradually realized the transformation from exploration and construction to steady development.Social security system has played an important role in social transformation,economic development and the stability of state power.With the increasing pressure of social service demand in the era of social policy,the demand of government,enterprises,institutions and other social organizations for social security professional talents increases,so the education,teaching and talent training of social security specialty has a long way to go.Especially in the objective reality of fuzzy discipline boundary,weak discipline theory,scattered discipline value and lack of teaching autonomy of social security specialty,to increase the enthusiasm of social security talents cultivation and the professional attribute of paying equal attention to both theoretical and practical value,we must clarify its own discipline value and build a talent cultivation mode to meet the needs of the times.Under the background of social policy era,to construct the discipline value and teaching autonomy of social security major,we should first reshape the discipline competitiveness and autonomous enrollment advantages of social security major in Colleges and universities,so as to avoid the"cold door"of social security;Secondly,we can set up social security professional courses with core competitiveness independently to highlight the professionalism of social security discipline;In addition,we should establish an accurate training mode of social security talents matching supply and demand,and give full play to the output effect of social security talents;Finally,the innovation and breakthrough of social security professional education and teaching methods should be realized,and the professional teaching mode of autonomy,practicality and ecology should be configured according to the actual needs.
