摘　　要：文章以源头活水、与自然共建理论为指导,回顾黄河水生态文明历史变迁,针对“源、流、汇”水体的三种不同形态,结合中国交建自身治水实践,提出溯源控污、多源补水,支流疏通、水城共治,调蓄缓排、活血化瘀黄河水生态文明建设技术路线;以滨河碧道、绿道连接公园、湿地、文化名胜、历史遗迹、美丽乡村等自然人文历史系统组合的旅游产业带为基底,序列布局经济建设、文化建设、社会建设和生态文明建设,从而落地黄河流域高质量发展。最后提出,经济高质量发展增长极的形成和整体治理基础上的产业环境现代化密切相关,黄河流域的生态经济体系、目标管理体系、生态文明的制度体系和安全体系是高质量发展的本底和基础。Under the guidance of theories of running source water and nature co-construction,this article reviews the historical changes of the water ecological civilization of the Yellow River.Aiming at three different forms of water bodies,i.e.source,flow and confluence,and combined with the practice of water management,this paper proposed the technical route of tracing and controlling source pollution,developing multi-source water supply,dredging tributaries,co-governance of water source cities,regulating and storing discharge,promoting circulation for the water ecological civilization in the Yellow River.Based on the tourism industry of natural and social-cultural history,such as riverside footpath,connected green-way between parks,wetlands,historical sites and villages,the sequential layout of economic construction,cultural construction,social development and ecological system building were put forward to leading the high-quality prosperity along the Yellow River basin.Finally,it was pointed out that the formation of the growth pole of high-quality economic development is closely related to the modernization of the industrial environment on the basis of overall governance.The eco-economic system and target management system of the Yellow River basin,and the institutional system and security system of ecological civilization are the foundation of high-quality development.
