“双循环”新发展格局的政策演进、破局方向及金融支持

摘　　要：面对新冠疫情全球蔓延与全球贸易摩擦影响相互叠加,习近平总书记强调推动形成以国内大循环为主体、国内国际双循环相互促进的新发展格局,培育新形势下我国参与国际合作和竞争的新优势,应对百年未有之大变局。本文梳理了“双循环”新发展格局的政策演进,从国内国际视角解释其成因,指出“双循环”新发展格局的重点突破方向,最后提出推进金融体制改革、加强金融产品创新、促进金融市场开放,扩大金融科技应用等支持“双循环”新发展格局的金融举措。In the face of the superposition of the global spread of COVID-19 and the impact of Global trade friction,Xi Jinping stressed the need to promote the formation of a new development pattern with the main domestic cycle as the main body and the domestic and international double circulation to promote each other,so as to foster the new advantages of China’s participation in international cooperation and competition under the new situation,and deal with the great changes that have not occurred in the past century.This paper combs the policy evolution of the new development pattern of "double circulation",explains its causes from the domestic and international perspectives,points out the key breakthrough direction of the new development pattern of "double circulation",and finally puts forward some financial measures to support the new development pattern of "double circulation",such as promoting the reform of financial system,strengthening the innovation of financial products,promoting the opening of financial market,and expanding the application of financial technology.
