经济发展、公租房政策与家庭居住质量——基于2016年低收入家庭调查的实证分析

摘　　要：改善低收入家庭居住质量是新时代中国特色社会主义建设的时代要求和民生建设使命。基于六省调查数据,发现城市低收入家庭居住设施质量水平相对较高,但其人均居住面积和人均房间数量的总体水平却相对较低,其居住质量有待改善。同时,经济发展会通过影响住房来源类型的中介作用而间接影响城市低收入家庭居住质量。经济发展显著提高了低收入家庭的公共租赁住房可及性,而公共租赁住房获得会显著影响城市低收入家庭居住质量,凸显公共租赁住房影响的显著性。公共租赁住房获得促进了低收入家庭住有所居问题的解决,并显著提高了其居住设施质量水平,但却使得人均居住面积和人均房间数量显著降低,凸显公共租赁住房影响的矛盾性。而且,公共租赁住房政策对健全人家庭的作用效应大于残疾人家庭,凸显公共租赁住房影响的类型性。因此,必须根据家庭特征、政策效应等完善住房保障制度,以进一步改善城市低收入家庭居住质量。Improving the residence quality of low-income families is the requirement of the new era of socialist construction with Chinese characteristics.Based on the survey data in six provinces,it is found that the quality of housing facilities of urban low-income families is relatively high,but the overall level of their per capita building area and per capita room number is relatively low,so their residence quality needs to be improved.At the same time,economic development factors will indirectly affect the quality of living of urban low-income families through the intermediary effect of housing source types.Economic development has significantly improved the accessibility of public rental housing for low-income families.The acquisition of public rental housing will significantly affect the quality of urban low-income families,highlighting the significance of the impact of public rental housing.The acquisition of public rental housing has promoted the solution of the problem of housing for low-income families,and significantly improved the quality of their living facilities.However,it makes the per capita living area and per capita room number significantly reduced,highlighting the contradiction of the impact of public rental housing.Moreover,the effect of public rental housing policy on the healthy families is greater than that of disabled families,highlighting the type of impact of public rental housing.Therefore,it is necessary to improve the housing security system according to family characteristics and policy effects,so as to further improve the residence quality of urban low-income families.
