摘　　要：铁路工程工程量清单规范是铁路工程造价体系的主要组成部分,对管理市场秩序、调节市场环境、完善定价机制具有重要意义。为了规范铁路工程工程量清单编制行为,对执行法规、市场合作、公平公正、技术创新、简明适用、明确界面、绿色环保等创新发展特点进行了分析,并从条文说明和计量规则两部分进行要点内容的深入研究。研究成果对于进一步明晰规范执行的背景、理念和主要变化内容,更好统一铁路工程工程量清单的编制原则和方法,具有一定的参考价值。Thebills of quantities codefor railway engineering is a main part of railway engineering cost system,which is of great significance to manage market order,adjust market environment and improve pricing mechanism.In order to standardize the compilation behavior of railway engineering bills of quantities,this paper analyzes the innovative development characteristics of implementing regulations,market cooperation,fairness and justice,technological innovation,concise application,clear interface,and green environmental protection.Two parts of the provisions and measurement rulesarestudied.The research results have certain reference value for further clarifying the background,concept and main changes of standard implementation,and better unifying the compilation principles and methods ofbills of quantitiesfor railway engineering.
