摘　　要：成渝地区双城经济圈建设是中央高度重视的区域发展战略。推动成渝地区双城经济圈建设,面临着多方面的瓶颈制约及其体制障碍。推进成渝地区双城经济圈治理更加科学高效,政府、市场和社会都应作为区域治理主体参与其中,交通、产业、环保、民生和公共安全是区域治理的重点领域,应形成涵盖政府、市场、社会三个治理主体和交通、产业、环保、民生、公共安全五个重点领域的区域治理体系。从三个治理主体和五个重点领域入手创新体制机制,打通"堵点",解决"难点"和消除"痛点",从而实现政府更有为、市场更有效、社会更有序。Promoting vigorously the construction of Double-City Economic Circle in Chengdu and Chongqing is a regional development strategy highly valued by the CPC Central Committee.To promote more scientific and efficient governance of Double-City Economic Circle in Chengdu and Chongqing,the government,the market and the society should all participate in regional governance as governance subjects,and transportation,industry,environmental protection,people’s livelihood and public security are all key areas of regional governance,it will form a regional governance system covering the three governing bodies of the government,the market and the society,and the five key areas of transportation,industry,environmental protection,people’s livelihood and public security.we should start with the three governing bodies and the five key areas to innovate institutions and mechanisms,getting through some"blocking points",solving some"difficulties"and eliminating some"pain points"so as to achieve a more productive government,a more efficient market and a more orderly society.
