摘　　要：全球性突发公共卫生事件频繁发生,公共卫生应急管理面临着巨大挑战。应急物流作为重要的救援手段之一,在有效应对突发公共卫生事件中发挥着重要作用。针对突发公共卫生事件对应急物流的功能需求,构建包含感知联动层、信息系统层、应急管理层及信息安全链“三层一链”架构的“智慧塔”应急物流模式。通过“智慧”预警、“智慧”共享、“智慧”运输、“智慧”服务四个方面发挥作用,更好地满足突发公共卫生事件对应急物流的需求,提高应急物流服务水平。With the frequent occurrence of global public health emergencies,public health emergency management is facing great challenges.As one important rescue methods,emergency logistics plays a decisive role in effectively responding to public health emergencies.Based on functional needs for emergency logistics in responding to public health emergencies,a“Smart Tower”emergency logistics model with“three-level and one-chain”structure is constructed,including perception linkage level,information system level,emergency management level and information security chain.The model plays an important role in the following four aspects of“smart”early-warning,“smart”sharing,“smart”transportation and“smart”service.It can better meet the need of emergency logistics for public health emergencies and improve the service level of emergency logistics in China.
