双循环新发展格局下东北地区制造业转型升级研究

摘　　要：东北振兴战略实施以来,东北地区稳步推进经济结构调整,产业结构不断向高端化、智能化方向迈进,制造业转型升级取得积极进展。面对新的发展环境,东北地区制造业转型升级仍然面临着体制机制深层次矛盾尚未解决、自主创新基础依然薄弱、产业国际化水平不高等困境。我国提出构建双循环新发展格局,为东北地区制造业转型升级提供了新的机遇。"十四五"时期,东北地区实现制造业转型升级,必须在融入构建新发展格局中明确自身的定位,牢牢坚持供给侧结构性改革为主线,着力深化改革、推动自主创新、建设"数字东北"、扩大对外开放、优化营商环境,改善供给质量以满足有效需求,推动我国总供给和总需求动态平衡,保障产业链、供应链的安全性和稳定性,为构建新发展格局提供有力支撑。Since the implementation of Northeast Revitalization Strategy,the northeast region has promoted the adjustment of economic structure steadily.Its industrial structure has been moving towards the direction of high-end and intelligent,and the transformation and upgrading of manufacturing industry has made positive progress.In the face of new environment,the transformation and upgrading of manufacturing industry in Northeast China are still faced with difficulties of deep-seated contradictions in system and mechanism,weak foundation of independent innovation,and the low level of industrial internationalization.China proposes to construct a new development pattern of double cycles,which provides a new way to think about the transformation and upgrading of manufacturing industry in Northeast China.During the 14 th Five-Year Plan period,the transformation and upgrading of manufacturing industry in Northeast China must define its own position clearly in integrating into the construction of a new development pattern,adhere to supply-side structural reform as the main line firmly,focus on deepening reform,promoting independent innovation,building"digital northeast",opening wider to the outside world,optimizing the business environment,improving supply quality to meet effective demand,promoting the dynamic balance between total supply and total demand in China,ensuring the security and stability of the industrial chain and supply chain,and providing strong support for a new development pattern construction.
