摘  要:公立医院高质量发展以突出公益、质量效益、精细管理、共建共享为特征。传统的粗放式发展导致了医院经营风险加剧、医疗质量和效率下降。公立医院应秉持以人民健康为中心,实施基于大质量观的全员、全程、全面的多维立体式质量管理,实现向质量效益型的高质量发展转型。主要包括建立多层次质控管理架构以及动态质量评价标准,运用管理工具实现科学质量管理,建立医疗风险管理体系,利用信息化平台实施医疗质量的系统实时监控以及坚持发展成果共享原则。The high-quality development of public hospitals is characterized by highlighting public welfare,quality benefits,fine management,co-construction and sharing.The traditional extensive development has led to aggravation of hospital management risks and the decline of medical quality and efficiency.Public hospitals should uphold people’s health as the center and implement all-staff,whole-process,and comprehensive multi-dimensional quality management based on the"big quality concept",so as to realize the transformation to a quality-benefit-oriented high-quality development.It mainly includes:establishing multi-level quality control management framework and dynamic quality evaluation standards,using management tools to achieve scientific quality management,establishing medical risk management system,implementing systematic real-time monitoring of medical quality based on information platform and adhering to the principle of sharing development achievements.
