摘　　要：为探索自然资源部2020年发布的《自然资源调查监测体系构建总体方案》中对于自然资源调查工作中的分层与分类工作缺失的部分内容,本文尝试从中国地质调查局组织实施的"承德市生态文明示范区自然资源综合地质调查"工作中,总结工作经验,提出分层与分类方案。笔者主要针对陆地自然资源调查工作,从地球系统科学角度出发,以立体空间位置作为组织与联系自然资源的纽带,将自然资源调查工作分为三层:地表基质与资源层调查、地表覆盖层调查、管理层调查。地表基质与资源层调查和地表覆盖层调查工作分别从数量和背景两个维度开展,下设11个方面;管理层调查是建立上述工作基础上的归纳总结,分为天然界限和人为界限两个维度。上述各个方面的调查工作参照当前相关国标或行业标准执行。In order to fill up the missing content regarding stratification and classification of natural resources survey in the current"Overall Plan for Building a Natural Resources Investigation and Monitoring System"issued by the Ministry of Natural Resources of the People’s Republic of China in 2020,this paper is trying to propose stratification and classification schemes by summarizing work experience from the comprehensive geological survey of natural resources in the ecological civilization demonstration area in Chengde,which was organized and implemented by China Geological Survey.Aimed at the earth natural resources survey work only and from the perspective of earth system science,the authors took three-dimensional spatial location as a link to the natural resources and divided natural resources survey into three stratifications,including surface matrix and resources survey,surface cover survey,management(location,ownership and historical work)survey.Survey works of surface matrix and resource and surface cover were carried out from two latitudes,i.e quantity and background,these two latitudes totally include eleven aspects.The management survey is a summary based on the ahead two stratification survey practice.It also can be divided into two latitudes,natural boundary and artificial boundary.All these survey works shall be carried out with reference to the current relevant national standards or industry standards in our country.
