地方政府体育治理聚焦与推进的注意力研究——基于31个省(区、市)政府工作报告的文本分析

摘　　要：决策者注意力的变化会直接导致决策选择的变化。地方政府对体育治理聚焦与推进的注意力是地方政府将体育治理纳入议程,进而出台体育政策、实施体育治理的前提。政府工作报告又是推进地方各项事业发展的行动指南与纲领性文件。运用文本分析法和比较分析法,借助Nvivo 11质性分析软件,对31个省(区、市)2009-2018年间的310份政府工作报告中有关体育描述的字段进行分析,结果发现:1)从时间轴看,地方政府对体育治理的注意力呈现稍下降的趋势;2)从地域轴上看,东部地区政府对体育治理的注意力高于中、西部地区;3)从治理领域看,地方政府对体育产业工作回顾和学校体育工作的注意力较弱。基于此,提出进一步推动体育治理的建议:1)地方政府需要加强对体育治理的注意力,尤其是中、西部地区;2)地方政府亟需提升对体育产业工作回顾的注意力;3)地方政府需重点加强对学校体育治理的注意力。The change of attention of decision-makers will directly lead to the change of decision-making choice.Local government’s focus on Sports governance and promotion is the premise for local government to put sports governance on the agenda,and then introduce sports policies and implement sports governance.The government work report is also an action guide and programmatic document to promote the development of local undertakings.Using text analysis and comparative analysis,and with the help of NVivo 11 qualitative analysis software,310 government work reports from 31 provincial regions from 2009 to 2018 were taken as research texts,and the fields related to sports description were analyzed.The results showed that:1)From the time axis,the local government’s attention to sports governance showed a slight downward trend;2)from the regional axis,the eastern government paid more attention to sports governance than the central and western regions;3)from the specific areas of sports governance,the local government paid less attention to the review of sports industry work and school sports work.Based on this,this paper proposes the recommendations for further promotion of sport governance:1)Regional governments need to pay more attention to sports governance,especially in the central and western regions;2)local governments need to pay more attention to the review of sports industry;3)local governments need to focus on strengthening the attention of school sports governance.
