我国农机社会化服务供给效率及其影响因素--基于DEA-Tobit两步法分析

摘　　要：农业机械化是农业现代化的基础,农机社会化服务则是实现农业机械化的重要途径。通过采用DEA方法测算我国农机社会化服务效率,并运用Tobit模型分析其影响因素。结果表明:西部地区的农机社会化服务效率平均值低于东、中部地区,且西部大部分省份处于规模报酬递增阶段;农机服务专业户规模、农机服务中介机构年末人数、农机从业人员人均可作业耕地面积、农机合作社跨区作业面积等因素与农机社会化服务效率显著正相关,可通过加强农机社会化服务人才培养、优化农机社会化服务体系、推进农机社会化服务产业化发展、理顺农机社会化服务机制和健全农机工业体系等途径来提升农机社会化服务效率、助推农业机械化和农业现代化的发展。Agricultural mechanization is the foundation of agricultural modernization,and the socialized service of agricultural machinery is an important way to realize agricultural mechanization.The efficiency of agricultural machinery socialization service in China was measured by DEA method,and the Tobit model was used to analyze the influencing factors.The results showed that the average efficiency of agricultural machinery socialization service in western China was lower than that in eastern and central China,and most provinces in western China were in the stage of increasing returns to scale.The scale of agricultural machinery service professional households,the number of agricultural machinery service intermediaries at the end of the year,the per capita working arable land area of agricultural machinery practitioners and the cross-regional working area of agricultural machinery cooperatives were significantly positively correlated with the efficiency of agricultural machinery social service.The efficiency of socialized service of agricultural machinery can be improved and the development of agricultural mechanization and modernization can be boosted by strengthening the cultivation of talents for socialized service of agricultural machinery,optimizing the system of socialized service of agricultural machinery,promoting the industrialization development of socialized service of agricultural machinery,straightening out the mechanism of socialized service of agricultural machinery and perfecting the system of industrial system of agricultural machinery.
