摘　　要：科技型中小企业在产品研发、中试中表现出色,但缺乏固定经费来源,科研投入不足、产出能力较弱的问题比较突出,因此,我国各省份相继设立科技型中小企业创新基金,加大科研经费投入和扶持力度。文章以甘肃省科技型中小企业创新基金为例,随机选取2018年立项建设并已完成验收的17家科技型中小企业,运用数据包络分析(DEA)模型开展创新基金实施效果绩效评价研究,通过测算综合效率、纯技术效率和规模效率,系统分析当前甘肃省实施科技型中小企业创新基金中存在的问题,并提出相应的发展对策,旨在为进一步做好科技型中小企业创新基金相关工作提供决策参考。Technology-based SMEs are excellent in product development and pilot scale experiment,but the problems of lack of fixed funding sources,insufficient investment in scientific research and weak output capacity of SMEs are prominent.In China,many provinces have set up innovation funds for science and technology-based SMEs,increased investment and support for scientific research.Taking Gansu Technology-based SMEs Innovation Fund as an example,this paper randomly selects 17 technology-based SMEs that have completed the construction and acceptance of the project in 2018,uses the DEA model to carry out performance evaluation research on the implementation of the innovation fund,systematically analyzes the existing problems in the implementation of Gansu Technology-based SMEs Innovation Fund in Gansu province,and puts forward corresponding development countermeasures,aiming to provide decision-making reference for further improving the innovation fund for technology-based SMEs.
