摘　　要：我国国土空间规划正经历深刻变革,中共"十八大"以来,国土空间规划逐步成为践行生态文明的重要工具。以生态文明为基点,从国土空间规划的价值取向理论、国土空间规划空间理论、国土空间规划程序性理论、国土空间规划四"部门"治理理论四方面来建构生态文明时代国土空间规划理论体系。提出:(1)生态文明时代国土空间规划的基本价值取向包含生态文明、以人民为中心及公平正义,这就要求国土空间规划以实现美丽中国为目标,以既能满足对自然资源干扰最小、对生态环境最友好,又能公平地满足人民日益增长的美好生活需要为基准。(2)国土空间规划的对象是人与自然的耦合系统,国土空间规划的本质是对人与自然的活动在时空上的统筹优化安排。(3)国土空间规划是扩大实质性民主、践行生态文明的过程。(4)国土空间规划要构建"自然—政府—市场—社会"四"部门"相互促进、互补、嵌套的治理体系。China′s territorial spatial planning is undergoing profound changes.Since the 18 th CPC National Congress,territorial spatial planning has gradually become an important tool to practice ecological civilization.Based on ecological civilization,this paper constructs the theoretical system of territorial spatial planning in the era of ecological civilization from four aspects:the value orientation theory of territorial spatial planning,the space theory of territorial spatial planning,the procedural theory of territorial spatial planning,and the governance theory of the four"departments"of territorial spatial planning.First,the basic value orientation of territorial spatial planning in the era of ecological civilization includes ecological civilization,people-centered,fairness and justice,which requires territorial spatial planning to achieve the goal of beautiful China,to meet the minimum interference to natural resources,the most friendly to the ecological environment,and to meet the people′s growing needs for a better life.Second,the object of territorial spatial planning is the coupling system of human and nature.The essence of territorial spatial planning is the overall planning and optimization of human and nature activities in time and space.Third,territorial spatial planning is a process of expanding substantive democracy and practicing ecological civilization.Fourth,territorial spatial planning should build a governance system of"nature government market society"which promotes,complements and nests each other.
