国土空间规划治理机制与模式探析——基于“控制权”理论的视角

摘　　要：理解空间规划治理机制与模式是从规划执行层面实现国土空间治理从"体系"构建到"能力"提升的基础。在既有"机构—治理"模型的基础上,结合影响规划执行的内生动力因素,构建以"控制权"分配为媒介的空间规划治理机制分析框架,并以我国空间规划改革历程为研究案例检验其现实解释效力。空间规划治理是一个在外部结构条件和内生政治动力共同影响下,各级各类规划参与主体行使规划权利的动态过程,其中,外部的事权分配模式和内生的部门资源利用与组织关系开发能力直接决定了规划执行的具体方式,机构和技术层面的协调措施则是影响内生政治动力的外在条件。基于此,系统梳理当前国土空间规划治理的模式选择,结合相关参与主体在规划执行的信息、技术、方法和组织方式等资源利用条件方面的变化情境,理性推测未来国土空间规划治理可能采取的另外两种典型模式。并针对以上规划治理模式所面临的共性问题,提出后续研究和实践的重点。Understanding the mechanism of spatial planning governance is the approach to construct"governance system"and improve"governance ability"of territory spatial planning from the perspective of plan implementation.Based on the"institution governance"model,and the endogenous dynamic factors that affect the implementation of planning,this paper constructs an analysis framework of spatial planning governance mechanism with the distribution of"control rights"as medium,and test its interpretation effect with the process of China′s spatial planning reform.This paper argues that spatial planning governance is a dynamic process in which planning rights are exercised by all-levels executors under the effects of external structural conditions and endogenous political power.Among them,the external power distribution and the endogenous resource utilization and organizational relationship development of departments directly determine the specific way of planning implementation,while the coordination measures of institutions and technical levels are the external conditions that affect the endogenous political power.This paper clarifies the current governance mode of territorial spatial planning and rationally speculates two typical modes of territory spatial planning governance in the future under the changing situation faced by the relevant participants in the utilization conditions of planning implementation,such as information,technology,methods,organization and other resources.Finally,in view of the common problems faced by the above planning governance model,key directions of the following-up researches and practices are put forward.
