财政教育支出对人力资本积累的影响--基于新疆的数据

摘　　要：通过建立误差修正模型及阿尔蒙分布滞后模型,研究新疆财政教育支出对人力资本的影响。经过分析发现:相较其他教育经费投入,新疆财政教育支出对人力资本积累的促进效应更为显著,且能发挥持续的影响;三级教育均能正向促进人力资本积累。由此,提出加大财政投入力度、调整财政教育支出结构、提升福利以吸引人才、加强对财政教育经费使用的监管、促进公众观念转变的对策建议,从而增强新疆财政教育支出对人力资本积累的促进作用。By establishing error correction model and Almond distribution lag model,the author of this paper studies the influence of financial education expenditure on human capital in Xinjiang.It is found that compared with other educational funds,the promotion effect of financial education expenditure on human capital accumulation in Xinjiang is more significant and can play a sustained impact.Three-level education can positively promote human capital accumulation.Therefore,it is proposed to increase financial investment,adjust the structure of financial education expenditure,improve welfare to attract talents,strengthen the supervision of the use of financial education funds,and promote the transformation of public ideas,so as to enhance the promotion effect of financial education expenditure on human capital accumulation in Xinjiang.
