城乡融合背景下地方政府推动劳动力流出与回流的研究——以内蒙古自治区乌兰察布市为例

摘　　要：劳动力在城乡间的合理流动有助于推动城乡融合发展。通过分析劳动力的属性、促进劳动力流动的影响因素,以及为什么政府行为可以促进劳动力合理流动,提出在市场影响劳动力流动中起决定性作用的前提下,积极发挥政府在推进劳动力合理流动中的作用,并以内蒙古乌兰察布市为案例进行分析,说明政府在推进劳动力合理流动中能够发挥三个作用,分别为建立完善的政策环境、为流动劳动力提供多元服务、发挥组织和监管职能。Rational mobility of labor force between urban and rural areas can help promote the urban-rural integration.By analyzing the attributes of labor force,the influencing factors of promoting labor for mobility,and why government actions can promote the rational mobility of labor force,this paper puts forward that the government should play an active role in promoting the rational mobility of labor force on the premise that the market plays a decisive role in influencing labor force mobility.Taking Ulanqab City of Inner Mongolia as an example,this paper shows that the government plays three roles in promoting the rational labor force mobility,namely,establishing a perfect policy environment,providing diversified services for the migrant labor,and exerting the functions of organization and supervision.
