天然气管道运输定价新办法的影响及相关建议

摘　　要：国家发改委于2021年6月发布《天然气管道运输价格管理办法(暂行)》和《天然气管道运输定价成本监审办法(暂行)》.管道运输定价新办法将国家管网集团跨省管道划分为4个价区分别制定运价率,并对主要定价参数实行动态调整,适应了"全国一张网"和天然气市场化改革的发展方向.管道运输定价新办法的影响主要体现在:国家管网集团管道运输价格将成为行业价格标杆;整体运价率将下降,各价区变动程度或有不同;运价率可能维持西南高和西北低的两极格局;中东部价区路径选择竞争将趋于激烈;有利于促进天然气门站价格机制改革.建议国家在中东部部分区域开展价格改革试点,提高信息公开程度和透明度,加快出台管网建设规划、运营调度规则和应急保供规则.In June 2021,the National Development and Reform Commission issued"Measures for the administration of natural gas pipeline transportation price(Interim)",and“Measures for the supervision and examination of natural gas pipeline transportation cost(Interim)”.The new pricing rules for pipeline transportation rate divides the inter-provincial pipeline network of PipeChina into four zones to formulate rates respectively,and dynamically adjusts the main pricing parameters,which adapts to the development direction of“one national pipeline network”and natural gas market liberalization reform.The impacts would include that the pipeline transportation price of Pipe China will develop as the benchmark of the industry,the overall rate will decline with different changes in different zones,the rate may maintain the feature of high in southwest and low in northwest,the competition of the route choice in the central and eastern parts will be fiercer,and the price mechanism reform of natural gas citygate price will be promoted.It is suggested that the government should carry out price reform pilot projects in central and eastern China,strengthen information disclosure and improve transparency,and speed up the introduction of pipeline construction plan,operation&dispatching,and emergency supply management rules.
