新形势下深化中国与亚太地区国家油气合作的思考与建议

摘　　要：2020年初,受新冠肺炎疫情影响,国际油价大跌,油气行业遭受巨大冲击.随着疫情逐步好转,亚太地区经济将率先复苏,亚太地区油气资产交易渐趋活跃,近期是亚太地区获取优质油气资产的重要窗口期.在国际能源转型提速背景下,亚太地区能源转型和深度脱碳任重道远,油气在未来较长的时间内仍将在亚太地区能源消费结构中占据重要地位.2020年下半年《区域全面经济伙伴关系协定》的签署将进一步促进中国与亚太地区国家之间的油气合作.新形势下有必要进一步加强和深化亚太地区油气合作:短期内石油和天然气项目并重,长期更加注重天然气项目的获取;重点关注盈亏平衡油价低、回收周期较短的油气资产以增强风险抵御能力;积极开展与重点资源国及中国南海地区的合作机会;有机衔接上游资源与下游市场,积极拓展中游,打造全产业链发展模式;重点关注国际大石油公司油气资产剥离及与资源国国家石油公司合作机会.Due to COVID-19 pandemic outbreak in early 2020,international oil price collapsed and oil&gas industry had taken great hits.As the situation improves,Asia-Pacific is taking the lead in economic recovery.Oil and gas assets deal in Asia-Pacific is becoming active gradually and the near future is a key time window for oil and gas assets acquisition in Asia-Pacific.It has a long way to go for energy transition and complete decarburization in Asia-Pacific and oil and gas will still hold an important portion in Asia-Pacific energy consumption structure.Regional Comprehensive Economic Partnership(RECP),which was signed in the second half of 2020,will further promote oil and gas cooperation between China and other Asia-Pacific countries.It is necessary to deepen the oil and gas cooperation in Asia-Pacific region under new circumstances by paying equal emphasis to oil and gas assets in the short term while more attentions to gas asset in the long term,focusing on oil and gas assets with low breakeven oil price and short payback period to enhance risk-prevention capacity,actively promoting cooperation opportunities with major countries rich in oil and gas resource and South China Sea,organically combing upstream resource and downstream market and expanding midstream to build a full industry chain development model,laying emphasis on the oil and gas assets divested by the international giant oil and gas companies and cooperation opportunities with national oil companies of resource countries.
