摘 要:从电子政务时期到数字治理时期,政府边界呈现倒U型演变,这一演变具有诸多特征及表现,其动因归于多个方面。政府边界倒U型演变过程中面临一些困境,宏观成因是制度完善速度与现代化速度非均衡。数字政府治理过程中边界将继续收缩但不可能无限收缩,而是随着现实情况的变化而小幅度变化。助推这一演变的宏观途径是促使数字治理相关制度的完善速度等于甚至快于数字治理演进速度,中观途径是改进法律体系、完善相关制度及指导理论等,微观途径则分属多个领域。From the period of e-government to the period of digital governance,the government boundary has shown an inverted U-shaped evolution,which has many characteristics and manifestations,and its motivation is attributed to many aspects.There are some difficulties in the evolution of the inverted U-shaped government boundary,the macro perspective is the imbalance between the speed of system improvement and modernization.In the process of government digital governance,the boundary will continue to shrink,but it is impossible to shrink indefinitely.Instead,it will change slightly as the reality changes.The macro approach that facilitates this evolution is to promote the improvement of digital governance related systems equal to or even faster than the evolution speed of digital governance.The meso approach is to improve the legal system and related systems and guiding theory,while the micro approach falls into multiple fields.
