摘　　要：鉴于北京市水资源的严峻形势和对节水工作的迫切需求,《北京市百项节水标准规范提升工程实施方案(2020-2023年)》(京节水办[2020]8号)提出制定《用水单位水计量与统计管理规范》地方标准。该标准首次将计量和统计规范要求结合在一个标准中,同时,分别针对农业、工业、公共机构、服务业等业态的用水单位,提出了计量器具配备、统计计算、监测平台建设以及其他相关管理要求,适用于北京市用水单位开展水计量与统计、考核和评价。为了使相关人员更好地理解、掌握和运用该标准,本文对标准核心内容进行解析。In view of the severe situation of water resources and urgent demand for water conservation in Beijing, the Beijing Water Authority proposed an implementation plan for the projects of improving hundreds of water conservation standards in Beijing for 2020-2023, in which the local standard Water metering and statistical management norms in organization of water using was included as an important basic standard. For the first time, this standard combines metrological and statistical specifications in one standard, and proposes the provision of measurement instruments, statistical calculations, monitoring platform construction, and other related management requirements for agriculture, industry, public institutions, service industries, etc. The standard is applicable to water-using units in Beijing to launch water metering and statistics, assessment and evaluation. In order to enable relevant personnel to better understand, master and use the standard, this paper analyzes the core content of the standard.
