欧盟“阿塔兰塔”行动医疗救治体系分析及启示

摘　　要：目的通过对欧盟"阿塔兰塔"行动医疗救治体系的介绍分析,为我海军远洋任务卫勤保障工作提供借鉴和参考。方法与欧盟"阿塔兰塔"行动某编队进行学术交流与联合演练,通过现场观察与实地调研,了解相关信息。结果欧盟"阿塔兰塔"行动中的医疗保障工作非常重视时效性,并以此为依据构建救治体系、优化指挥架构和规范医疗官职责。结论我军应逐步探索构建海外医疗保障体系、形成和完善医疗保障标准规范并优化指挥架构。Objective To provide good evidence and reference for the medical service support in the ocean-going missions of our Navy,through the introduction and analysis of the medical service system in"Operation Atalanta"of the European Union(UE).Methods Academic exchanges and joint exercises were conducted with the flotilla involved in the"Operation Atalanta",and relevant information was obtained through on-site observation and investigation.Results During the UE"Operation Atalanta",great attention was paid to the effectiveness for a given time in the medical service support,on the basis of which the medical service system was constructed,the command structure was optimized,and the duties and responsibilities of medical officers were standardized.Conclusion The PLA should positively explore the construction of overseas medical support system,shape up and gradually perfect the medical service support standards,and optimize its command structure.
