国家治理现代化视域下增进新社会阶层政治认同的价值逻辑与行动策略

摘　　要：增进新社会阶层政治认同是国家治理体系与治理能力现代化的组成部分,新社会阶层由四类群体构成,划分标准突显政治意义;增进新社会阶层政治认同的价值逻辑体现在增强政治社会化、巩固政治系统合法性、做大社会同心圆以及应对国际政治生态变化之挑战等方面;影响新社会阶层政治认同的因素主要有新阶层相关制度化建设、多元价值观与社会思潮、国家治理现代化运行成效等;创新组织与制度化建设以完善共治机制、整合认同资源以增进文化自觉、针对四类群体分类施策是增进新社会阶层政治认同的行动策略。Promoting the political identity of the new social stratum,which consists of four groups,has become an important part of the modernization of the national governance system and governance capacity.The value logic of promoting the political identity of the new social stratum is to strengthen political socialization,consolidate the legitimacy of the political system,enlarge the social concentric circle and respond to the challenges of international political ecological changes and so on.The factors which affect the political identity of the new social stratum mainly include the new stratum institutionalization,the pluralistic values and social thoughts,the state governance modernization’s effectiveness,innovative organization and institutionalized construction,perfecting the mechanism of co-governance,integrating identity resources to enhance cultural consciousness and classifying policies for four groups are the action strategies to enhance the political identity of the new social stratum.
