摘　　要：森林经营碳汇项目是我国林业碳汇供给的主要组成部分,是巩固退耕还林成效的重要途径。结合嵌入式社会结构理论和利益相关者理论,基于现阶段森林经营碳汇项目中“协商推动型”“强制推动型”两种组织模式条件下地方政府与退耕农户的利益分析,探析现实运行模式与面临的困境。结果表明,森林经营碳汇项目的两类组织模式均面临不同的现实困境:协商推动条件下的交易成本问题、政府强制推动背景下农户的道德风险问题以及低补贴水平导致低参与率的恶性循环问题。农村基层组织、农村合作社以及农村精英群体三类中介组织的介入可以通过降低项目交易成本有效解决当前面临的现实困境,但存在区域适用性。Forest Management Carbon Sink project(FMCS)is the main component of China’s forestry carbon sink supply,and is an important way to consolidate the effect of converting farmland to forestry.Based on the embedded social structure theory,this paper analyses the local governments and returned farmer households under the two organizational modes of“negotiation-propelled”and“compulsory-propelled”in FMCS at the present stage.The results show that the two organizational modes of FMCS are facing different game dilemmas:transaction cost under negotiation promotion,moral hazard of farmers under government compulsory promotion,and vicious circle of low participation rate caused by low subsidy level.The intervention of rural grass-roots organizations,rural social intermediary organizations and rural elite groups can effectively solve the current game dilemma by reducing project transaction costs,but there is regional applicability.
