绿色长江经济带生态环保协同合作研究进展与展望

摘　　要：围绕长江经济带设想、建设与发展,我国学者进行了持续研究探索,特别是近年来围绕长江经济带“共抓大保护、不搞大开发”主题,聚焦于体制机制、生态补偿、流域法治建设、国外借鉴等领域的研究文献日益增多,既有定性分析也有实证研究,为长江经济带大保护提供了有益借鉴。为了解长江经济带全流域生态环保协调合作的理论基础和学术前沿,梳理总结2016年以来相关研究文献,并结合党的十九届四中全会精神关于国家治理体系和治理能力现代化在长江经济带生态环境保护领域的制度建设重点,对长江经济带生态环境共建共治共享的研究进行展望。As to ideas,construction and development of the Yangtze River Economic Zone,Chinese scholars continued research and exploration,especially in recent years,around the“promoting well-coordinated environmental conservation and avoiding excessive development”theme of the Yangtze River Economic Zone,more and more research documents focusing on the system and mechanism,ecological compensation,legal construction of river basin and foreign reference,both qualitative analysis and empirical research,which provides a useful reference for the protection of the Yangtze River Economic Zone.In order to expurgation the theoretical basis and academic frontier of ecological and environmental protection coordination and cooperation in the whole basin of the Yangtze River Economic Zone,this paper summarizes the relevant research literature since 2016,and combines with the spirit of the Fourth Plenary Session of the 19th Central Committee of the CPC about advancing the modernization of China’s system and capacity for governance,and prospects the research on the co-construction,co-governance and sharing of ecological environment in the Yangtze River Economic Zone.
