中国普惠金融减贫效应的实证研究

摘　　要：发展普惠金融是精准扶贫与实现乡村振兴的重要路径,以中国内地31个省(市、自治区)2007~2017年的面板数据为基础构建动态系统GMM模型,对普惠金融的减贫效应进行实证研究,结果表明:第一,在样本期内,普惠金融发展指数的全国均值以及各省市的测度值均在缓慢增长,但总体水平较低,东部地区的普惠金融发展水平远高于中西部地区。第二,贫困程度具有持续性,前一期的贫困程度对本期具有显著影响;东中西三大区域普惠金融发展的减贫效应有明显差异,普惠金融在西部地区的减贫效应最明显,中部次之,东部不显著。第三,居民受教育水平、农业发展水平、城镇化水平、财政支农力度和居民人均可支配收入也可以促进贫困减缓。The development of inclusive finance is an important path for targeted poverty alleviation and rural revitalization.Based on panel data of 31 provinces(cities and autonomous regions)in China from 2007 to 2017,this paper constructs a dynamic GMM model,and makes an empirical study on poverty reduction effect of inclusive finance.The result shows that:First,in the sample period,the national average of inclusive financial development index and the measurement value of various provinces and cities are growing slowly,but the overall level is low.Second,the development level of inclusive finance in the eastern region is much higher than that in the central and western region.The degree of poverty is persistent,and the poverty level of the previous period has a significant impact on the current period.There are obvious differences in the poverty reduction effect of inclusive finance development in the three regions of China.The effect of inclusive finance on poverty reduction in the western region is the most obvious,followed by the central region,and it is not significant in the eastern region.Third,the level of education,agricultural development,urbanization,financial support for agriculture and per capita disposable income also can reduce poverty.
