摘　　要：目的:通过分析2018年宁夏经常性卫生费用核算结果,为相关部门提供对策建议。方法:采用"卫生费用核算体系2011"核算方法,对2018年宁夏经常性卫生费用进行核算分析。结果:2018宁夏经常性卫生费用为299.68亿元,占GDP的比重为8.09%。经常性卫生费用各维度构成分析显示,经常性卫生费用其主要用于开展治疗服务(占71.58%);筹资来源是主要公共筹资方案和家庭卫生支出(分别占48.64%和36.42%),流向机构主要为医院(51.85%);治疗费用受益人群主要为老年人。结论:2018年,宁夏经常性卫生费用卫生筹资充足,医疗卫生机构功能定位明确,但基层医疗卫生机构服务能力有待提高。卫生费用的功能配置有待优化,建议多举措控制老年人治疗费用。Objective:By analyzing the results of Ningxia’s recurrent health expenditure in 2018,providing countermeasures and suggestions for related policies.Methods:The "SHA 2011"(System of Health Accounts 2011) accounting method was used to calculate and analyze the recurrent health expenditure in Ningxia in 2018.Results:In 2018,Ningxia’s recurrent health expenditure was 299.68 billion yuan,accounting for 8.09% of GDP.Recurrent health expenditure was mainly used for treatment services,accounting for 71.58%;financing sources were mainly public financing programs and household health expenditures,accounting for 48.64%and 36.42%,and the main flow to hospitals,accounting for 51.85%;the main beneficiaries of treatment costs were for the elderly.Conclusion:The financing of health was sufficient,the functional positioning of health institutions was clear,but the service capacity of primary medical and health institutions needed to be improved.The functional configuration of health expenses needed to be optimized,and multiple measures were needed to control the treatment expenses of the elderly.
