摘　　要：[目的/意义]从隐私风险防控的角度,调查韩国政府开放数据的隐私保护实践,为我国政府开放数据和隐私保护提供参考。[方法/过程]利用文献调研和案例分析的研究方法,以韩国为例,通过对文献资料和网站内容的调查,获取一手资料阐述韩国政府开放数据中隐私风险防控的经验,对政府开放数据中个人隐私的评判标准、隐私影响评估(PIA)框架和去识别化、隐私风险应对的数据处理机构与职位进行分析和概括。[结果/结论]为政府数据开放平台提供隐私政策保障,构建多层次的个人隐私保护法律体系,整合个人隐私保护机构职责。[Purpose/significance]From the perspective of privacy risk prevention control,this paper investigates the privacy protection practices of government open data in France,in order to provide a reference for the development of policy of open data in China.[Method/process]Using the research methods of literature review and case analysis,this paper takes Korea as an example,accesses to the first-handed materials from literature and discusses the experience of government open data privacy risk prevention in Korea,analyzes and summarizes the judgment criteria of personal privacy in government open data,privacy impact assessment(PIA)framework and operational logic,data processing organization and position for privacy risk response.[Result/conclusion]This paper put forward to provide the privacy policy guarantee for the government data open platform,construct the multi-level legal system of personal privacy protection,and integrate the responsibilities of individual privacy protection institutions.
