政务数据开放与有序共享协同机制研究

摘　　要：数字化时代,高效协同地开放政务数据,是提升政府治理能力、改进公共服务质量与推动社会经济发展的重要保障。解锁数据价值的同时,发现政务数据在开放生命周期的采集筹备、存储发布、获取利用及反馈等阶段存在不同的障碍因素。基于协同理论构建包含主体协同、资源协同、技术协同、利益协同等内容的政务数据开放共享协同机制,以新的思维模式解决数据开放流程中存在的问题,深化数据资源的政用、商用、民用,真正实现政府、企业、民众的三方共赢。In the digital age,the efficient and cooperative opening of government data is an important guarantee to improve the ability of government governance,improve the quality of public service and promote the development of social economy.While unlocking the value of data,it is found that there are different obstacles in the preparation,release,utilization and feedback of the open life cycle.Based on the theory of cooperation,the open sharing mechanismofdata including subject coordination,resource coordination,technology cooperation and benefit cooperation is constructed,which can solve the problems in the open process of data with new thinking mode,deepen the political,commercial and civil use of data resources,and truly realize the tripartite win-win situation of government,enterprise and people.
