宅基地退出中基层政府行为偏差:外在表征、深层逻辑与矫正策略

摘　　要：宅基地退出是当前我国宅基地制度改革的重要内容,也是实现乡村振兴的重要基础性支撑。基层政府在宅基地退出中扮演着重要角色,其政策执行力直接影响宅基地退出政策是否能够贯彻落实到位。然而,在现阶段实行宅基地退出的区域中,基层政府行为偏差现象屡见不鲜。文章指出在宅基地退出中基层政府在行政行为、经济行为、服务行为等方面出现偏差,并分析了其行为偏差的深层逻辑。基于此,从着力提升基层政府的政策执行能力、加大基层政府行为的问责追究力度、强化基层政府为民服务的执政理念等方面提出矫正基层政府行为偏差的策略,以期为优化基层政府行为,引导农村宅基地合理退出提供有益借鉴。The withdrawal of homestead is an important part of the reform of the homestead system in China,and also an important basic support for the realization of rural revitalization.The grass-roots government plays an important role in the withdrawal of homestead,and its policy implementation directly affects whether the withdrawal policy of homestead can be implemented.However,at the present stage,deviations of grass-roots government behavior are common in the areas where homestead withdrawal is implemented.The paper points out that the grass-roots government deviates in administrative behavior,economic behavior and service behavior during the withdrawal of homestead,and analyses the behavior deviation of the deep logic,based on this,from the ability to improve grass-roots government policy implementation,strengthen grass-roots government behavior of the criminal accountability,strengthening the governing idea of government for the people at the grass-roots level services and other aspects rectify deviation of grass-roots government behavior strategy,in order to optimize the basic unit government behavior,guide the rural housing land reasonable exit beneficial for reference.
