新发展格局下兰州市行政区划改革的战略思路研究

摘　　要：行政区划改革是一项复杂的系统工程,直接影响优势互补、高质量发展区域经济布局的形成。通过对兰州市行政区划的特征、问题及主要影响进行分析,认为兰州市行政区划改革对于新发展格局的构建具有重要意义,主要体现在:一是有利于激发强大的新供给动力,提升西北与西南一体化水平,培育南北联动、东西互济国内大循环的新动力源;二是有利于形成强大的新需求动能,构建近西部与远西部的关联纽带,打造胡焕庸线以西国家纵深开放的战略支点;三是有利于培育强大的区域新动力源,优化兰州一西宁城市群城镇体系,提高兰州综合承载和资源优化配置能力,激活中国北方新一轮高质量发展的新增长极。科学合理的市辖区设置是兰州转型发展的关键,应逐步推动兰州新区由功能区向行政区转变,实现兰州空间治理体系的系统性和结构性重塑。The reform of administrative division is a complex systematic project,which directly influences the formation of regional economic layout with complementary advantages and high-quality development.This study focuses on the systematic thinking method topromote the reform of administrative divisions.Based on the analysis of the characteristics,problems and influences of Lanzhou's administrative divisions,this paper argues that promoting the reform of Lanzhou's administrative divisions is of great significance to the construction of a new development pattem.To be specific,first of all,it is conducive to stimulating strong new power supply,improving the integration level of northwest and southwest and fostering a new power source for the great domestic cycle of north-south linkage and east-west mutual aid.Secondly,it is condhicive to foming strong new demand drivers,building a link between the near west and the far west,and creating a strategic fukcrum for countries west of the Hlu-Hluanyong Line to open up in depth.Thirdly,it is conducive to cultivating a powerful new regional power source,optimizing the urban systen of the Lanzhou-Xining city cluster,improving Lanzhou's comprehensive carrying capacity and optimal allocation of resources,and activating a new growth pole for a new round of high-quality development in northern China.Finally,the scientific and reasonable establishment of municipal cistricts in this study is the key to the transformation and development of lanzhou,and the focus should be on pronoting the administrative division reform of Lanzhou New District,so as to realize the structral and systematic remodeling of Lanzhou's governance space system.
