The Process and Evolution of CPC’s Hong Kong and Macao Policies

摘　　要：中国共产党对香港、澳门在每一段历史时期中的特殊地位和作用,都认识深刻、判断准确,根据不同时期的历史条件和国家面临的形势任务,分别提出和制定了相应的港澳政策。新中国成立后,“暂不收回,维持现状”的港澳政策,架起新中国与世界联系的“桥梁”,利用港澳的独特条件和经济地位为新中国社会主义建设服务;60年代,“长期打算,充分利用”的八字方针,明确了在条件成熟时,采用“谈判和平解决”港澳问题,充分发挥港澳为国家经济建设和外交战略服务的独特优势;80年代,“一个国家,两种制度”的方针政策,为和平解决祖国统一问题开辟了切实可行的道路。随着港澳的顺利回归,“一国两制”伟大构想成为现实。党的十八大以来,“一国两制”事业进入了新时代。中国共产党港澳政策发展具有内在逻辑性,它充分促进了港澳在不同时期发挥独特作用,始终适应国际斗争环境和国家外交战略考量,体现出鲜明的原则性和灵活性,并朝着法律化、制度化和体系化方向发展。The CPC has deep understanding and correct judgement of the status and function of Hong Kong and Macao during each historical period and has made policies for them according to historical conditions and national situations.After the founding of the People’s Republic of China,the policy of“temporally not taking-back,remaining status quo”built the“bridge”between the new China and the rest of the world by using the unique condition and economic status of Hong Kong and Macao to serve socialist construction of China.During the 1960s,the policy of“long-term planning and making full use”decided to solve the issues of Hong Kong and Macao by“peaceful negotiation”and take advantage of them to serve China’s economic development and diplomatic strategy.During the 1980s,the policy of“one country,two systems”paved the practical way to peaceful national reunification.With the return of Hong Kong and Macao to the motherland,the great design of“one country,two systems”became reality.Since the 18th National Congress of CPC,the cause of“one country,two systems”has entered the new era.The development of CPC’s Hong Kong and Macao policies have inner logic,which facilitated their unique functions for the mainland during different periods,kept on accommodating to world environment and national diplomatic strategy with principle and agility,and is moving to the direction of legalization,institutionalization and systematization.
