摘　　要：新常态下的经济高质量发展对营商环境改善和商贸流通业提质增效的内在要求同步且并不相悖,但营商环境水平较低的地区,其商贸流通效率提高任重道远。本文研究表明,营商环境改善可显著提高商贸流通效率,但该积极作用既存在一定的门槛效应,也受地区经济发展水平、对外开放度、政府干预等决定地区流通市场需求规模因素的影响。同时,只有营商环境水平较高的地区,营商环境通过作用于地区人力资本、金融发展以及研究开发活动并进而影响商贸流通效率的中介效应才显著存在。基于上述结论,本文就如何改善营商环境并进而提高商贸流通效率给出有关政策建议。Under the background of economic new normal,the inherent requirements of high quality economic development to business environment and commercial circulation efficiency are synchronous but not contradictory.However,there is still a long way to go for the areas with low business environment to improve commercial circulation efficiency.The results show that the im⁃provement of business environment can significantly improve the efficiency of commercial circulation but existing a certain threshold effect,and also moderated by the factors determining the demand scale of regional circulation market such as regional economic de⁃velopment,openness and government intervention.Meanwhile,the mediating effect of business environment on commercial circula⁃tion efficiency through human capital,financial development and R&D only significantly exists in the regions with high level of busi⁃ness environment.Based the conclusions mentioned above,some suggestions are proposed on how to improve the business environ⁃ment and commercial circulation efficiency.
