摘　　要：顶层设计是习近平治国理政思想中最具特色的理念之一。顶层设计也是农业对外合作的战略指引和行动指南,体现农业对外合作的宗旨、定位、原则和宏观政策等,是指导农业对外合作的纲领。近年来,农业对外合作系统通过构建农业对外合作的政策体系、建设工作机制、搭建多双边合作平台、建立公共服务体系等方面的顶层设计,农业对外合作在谋划战略布局、培育关键载体等方面取得了显著成效。但仍存在定位不清晰、支撑服务体系不健全、措施落实不到位、国家战略理解有待深化等问题。未来农业对外合作在促进国内外双循环方面需要发挥更大作用,农业对外合作顶层设计要做到“一个战略、两个结合、三个转移和支持、四个明确”。为做好农业对外合作顶层设计,关键要以两个布局为目标引领、以重大项目为关键载体、以大型企业为主要力量、以国家推动为组织保障、以关键要素为保障措施。Top level design is one of the most distinctive ideas in Xi Jinping’s governing ideology.The top-level design is also the strategic guidance and action guidance of agricultural foreign cooperation,reflecting the purpose,positioning,principles and macro policies of agricultural international cooperation,and is the guiding principle of agricultural international cooperation.In recent years,the agricultural foreign cooperation system has achieved remarkable results in planning strategic layout and cultivating key carriers through the top-level design of building the policy system,working mechanism,multi bilateral cooperation platform and public service system.However,there are still some problems,such as unclear positioning,imperfect supporting service system,in⁃adequate implementation of measures,and further understanding of national strategy.In the future,agricultural international coop⁃eration will play a greater role in promoting domestic and international double circulation.The top-level design of agricultural inter⁃national cooperation should achieve“one strategy,two combinations,three transfers and supports,and four clarifications”.In order to do a good job in the top-level design of agricultural international cooperation,the key measures should take two strategic layouts as the goal guidance,major projects as the key carrier,large enterprises as the main force,national promotion as the organizational guarantee,and key elements as the guarantee measures.
