摘 要:根据跨省跨区购售电合同需约定年度电量规模以及分月计划、送受电曲线的新要求,针对我国四川、重庆和云南等水电富集电力系统在未来省内电力供需"丰余枯缺"的市场形势下需要将省间中长期购售电交易与省内电力市场协同优化的问题,基于中长期优化调度模型,构建了水电富集地区丰枯期省间购售电策略优化模型,深入研究了其中基于未来成本函数的长期与中期优化调度模型动态嵌套耦合原理及随机对偶动态规划求解算法。仿真结果表明,与未考虑省间购售电策略的模型相比,所构建模型的综合购电成本仅为前者的3.82%;与以水电发电量最大为优化目标的模型相比,所构建模型能获得与前者相同的水电调度方案,发挥清洁能源效用。利用所构建模型能够优化水电富集地区外送、购入电能交易计划,在保障满足省内枯期和枯水年用电需求的同时,谋求省内用户购电成本最小化和外送电收益最大化。研究可为水电富集地区制定年度分月分周分峰谷平时段购售电交易策略提供理论方法。According to the new requirements that the annual scale of electric power and the monthly plan as well as the power transmission and receiving curve are necessary to be agreed for both the inter-provincial and the inter-regional power purchase and sale contracts,while aiming at the problem that the co-optimization between the inter-provincial power purchase and sale transaction and the inner-provincial power market is necessary to be made under the power market situation of the inner-provincial power supply and demand,i.e.surplus in wet season and shortage in dry season,in the future for those hydropower enriched power systems of Sichuan,Chongqing,Yunnan,etc.,in China,an optimal model for the inter-provincial power purchase and sale strategy is established on the basis of the mid-long term optimal dispatching model,and then the future cost function-based dynamic nested coupling principle of long-term and medium-term optimal dispatching models and the stochastic dual dynamic programming algorithm thereinto are deeply studied herein.The simulation results show that if compared with the model without considering the inter-provincial power purchase and sale strategy,the comprehensive power purchase cost of the model is only 3.82%of that of the former,while if compared with the model with the maximum hydropower generation as the optimization target,the established model can obtain the same hydropower dispatching scheme as that can be obtained by the former,and then bring the effect of clean energy into full play.The transaction plans of outward power transmission and inward power purchase in those hydropower enriched regions can be optimized by the established model for seeking the minimization of the power purchase cost of inner-provincial consumers and maximization of the income from outward power transmission.The study can provide a theoretical method for the transaction strategies of the annual,monthly,weekly and peak-valley time-of-use power purchases and sales in the hydropower enriched regions.
